During the past week

  • Eastbound, westbound, and turn lanes of Cumberland Avenue through the Streetscapes project are paved

  • South 22nd, South 21t, Mountcastle, South 19th, and South 18th are paved

  • Thermoplastic striping of Cumberland turn lanes nearly complete

  • Stamped crosswalk at University Commons is complete

  • Median plantings have begun and will continue as plants arrive (irrigation is in place to water plants)

  • Fiber optic interconnect splices are complete

  • Over the next two weeks expect to see:

  • Complete paving and final striping

  • Complete median plantings (except for trees, which will be installed late October)

  • Install gateway monument signs

  • Complete punch list items

  • Install stamped crosswalks, starting at 17th Street intersection and working west (nights)

  • Stamped crosswalks starting at University Commons begin on 8/1/2017

    During the past week

  • Milling on Cumberland Streetscapes project is complete as well as milling of Cumberland from 16th Street to Henley Street

  • KUB sewer work in East Volunteer is complete

  • Curbs and sidewalks at UT Student Center have been poured

  • Stamped crosswalks at Volunteer (west) are complete

  • Additional bollards are installed at Insomnia Cookies, Mellow Mushroom, and traffic cabinet at Melrose

  • Sewer manhole in N19th and electrical manhole in N18th have been lowered

  • All concrete punch list items have been resolved

  • Bus shelter lighting areas with tactile warnings are complete

  • Fiber optic interconnect cable for traffic signals has been pulled from 17th to Metron Center Way

  • Over the next two weeks expect to see:

  • Complete irrigation and begin planting medians

  • Subcontractors will work on punch list items

  • Final paving and striping of project

  • Stamped crosswalks starting at University Commons begin on 8/1/2017

  • Sidewalks on the west side of Melrose will be poured today and tomorrow

  • Fiber reinforced soil installed in the medians between North 21st and South 19th

  • Pavers installed to last planter well on Cumberland

  • Complete furnishing zone construction east of Melrose to end of project

  • Complete sidewalks on west side of Melrose

  • Shift traffic for repair work at the corner of 17th and Cumberland, 5/30/17, after the Destination Imagination event is over

  • Both west end gateway monuments have stone stacked out to just below masonry cap

    Due to rainy weather conditions, 24/7 night time work has been extended through Thursday, December 1, work will continue over night Thursday into Friday morning. No overnight work will occur tonight, Wednesday, because of wet conditions. Only day time work will occur during final exams, which start on Saturday.
     

    On Monday November 21 westbound traffic was shifted to the north side of Cumberland Avenue between 19th Street and 17th Street for the removal of the remaining trolley track located in the middle of the roadway.
     
    During this week, construction crews cut and began the hammering of the asphalt and concrete around the trolley tracks during day time hours.
     
    On Sunday, November 27 the 24/7 work began to complete the trolley track removal, however, wind and rain on both Monday and Tuesday nights limited the amount of work that could be completed.
     
    No left turns will be allowed between 17th and North 19th streets during the track removal.

     
    All paving work will be complete and left turns at North 19th and 18th will be restored by the morning of Thursday, December 8 prior to graduation ceremonies.

    Knoxville Utilities Board electrical system upgrades to support construction of a large apartment complex in Fort Sanders will require overnight street closures, starting tonight (Tuesday, May 3) and continuing through Friday morning, May 13. The Standard is a 240-plus-unit apartment complex being built on the southwest corner of 17th Street and White Avenue.
     
    For the next week and a half, motorists should anticipate the closure of North 18th Street between Cumberland and White avenues nightly, from 6 p.m. until 6 a.m. the following morning.
     
    Similarly, two lanes will be closed nightly on 17th Street, between Cumberland and Clinch avenues, from 6 p.m. until 6 a.m. the following morning. The alley between 18th and 17th (north of Cumberland and south of White) will not be accessible during the overnight construction.

    • The continuation of the gas line installation from 20th and 19th Streets

    UTILITY WORK TO CLOSE SECTION OF CUMBERLAND AVENUE

    November 16, 2015

    Starting at 6 a.m. Saturday, Nov. 21, and continuing until 6 a.m. Monday, Nov. 23, Cumberland Avenue will be closed between North 19th Street and 20th Street as crews install sewer system infrastructure.

     

                Westbound motorists for those two days will be detoured using 19th Street to Clinch Avenue to 22nd Street. Eastbound motorists will follow the same detour route in reverse order.

     

                Also, KUB’s contractor, Southern Constructors, will implement a second road closure as part of the sewer system upgrades. Today through 6 a.m. Monday, Nov. 23, South 19th Street will be closed between Cumberland Avenue and Lake Avenue.

     

                These two road closures are part of Phase II of the City of Knoxville’s overall $17 million Cumberland Avenue reconstruction. Phase II, to be completed in August 2017, will change the existing four-lane street to a three-lane cross section with a raised median and left-turn lanes at intersections between 22nd Street and 17th Street.

     

    Meanwhile, Phase I work – improving traffic flow between the Alcoa Highway ramps and 22nd Street – is coming to a close ahead of schedule. Last Friday, Nov. 13, barrels were removed and all five lanes of traffic reopened.

     

    On Thursday, Nov. 19, the last lane in the Phase I area is being repaved, so anticipate some lane shifts on that day.

     

    In both the Phase I and Phase II projects, Cumberland Avenue sidewalks are being widened and landscaped, and utility lines relocated, to create a more attractive, safer, pedestrian-friendly corridor. Utility infrastructure is being updated.

     

    Unrelated to the City’s Cumberland Avenue project: From 1 p.m. Friday, Nov. 20, through 9 p.m. Sunday, Nov. 22, White Avenue will be closed between 20th and 21st streets. A crane used in the construction of a new East Tennessee Children’s Hospital building is being dismantled

    WATER LINE INSTALLATIONS PROMPT NIGHT-TIME CLOSURE OF 2 BLOCKS OF CUMBERLAND AVENUE, STARTING TONIGHT

    September 28, 2015

    A contractor will be installing and connecting water lines on Cumberland Avenue this week, prompting the overnight closure of Cumberland for four nights, starting tonight.

     

    Cumberland Avenue between 20th and 22nd streets will be closed at 10 p.m. tonight and will reopen at 6 a.m. Tuesday. The closures will be repeated Tuesday, Wednesday and Thursday nights, with the road reopening at 6 a.m. the following morning.
     
    Westbound motorists on Cumberland Avenue will be detoured right onto 20th Street, left onto Clinch Avenue and left onto 22nd Street to reconnect to westbound Cumberland.
     
    Eastbound motorists will be detoured right onto 22nd Street, left onto Terrace Avenue and left onto 19th Street to reconnect to eastbound Cumberland.
     
    Southern Contractors Inc. will be completing the installations – connecting customers to new infrastructure, with no planned service interruptions – as part of an upgrade of utilities in the Cumberland Avenue Corridor by KUB, in partnership with the City of Knoxville.

    LANE CLOSURES SCHEDULED IN CUMBERLAND AVENUE CORRIDOR

    September 15, 2015

    Work associated with both the Cumberland Avenue reconstruction and the building of The Standard apartment complex will prompt several road closures in the Cumberland Avenue Corridor, starting today.

     

    • From 9 a.m. to 3 p.m. today through Friday, Sept. 18, anticipate intermittent short-term partial closures on a section of 17th Street near White Avenue and Clinch Avenue as underground utilities are mapped out in preparation of new traffic signals being installed.

     

    • Then, from 7 a.m. to 5 p.m. Thursday, Sept. 17, a section of White Avenue between 17th and 18th streets will be closed due to work associated with construction of The Standard, a 240-plus-unit apartment complex being built on the southwest corner of 17th Street and White Avenue. (The daytime closure will limit after-hour noise.)

     

    • All next week – from Monday, Sept. 21, through Sunday, Sept. 27 – a section of North 22nd Street will be closed between Cumberland Avenue and the driveways to Exxon and the Cook Out to accommodate installation of a 30-inch storm drain across North 22nd Street. During the closure, there will be no access to or from 22nd Street on the north side of Cumberland Avenue, but traffic flow on Cumberland itself will not be affected. The Exxon and Cook Out will have entrances to their parking lots open from 22nd Street. The sidewalk will be open on the east side of N. 22nd Street. (The closure is scheduled for a full week this week to take advantage of the University of Tennessee playing football at the University of Florida, thus avoiding closing the street on days near a home game in Knoxville.)

     

    The stormwater upgrade is part of the City of Knoxville’s $17 million reconstruction of Cumberland, which will modernize aging infrastructure and change the existing four-lane street to a three-lane cross section with a raised median and left-turn lanes at intersections. Sidewalks will be widened and landscaped, and utility lines relocated, to create a more attractive, safer, pedestrian-friendly corridor.

    21st STREET CLOSURE EXTENDED ONE DAY

    Due to delays related to wet weather, the closure of 21st Street at the north side of its intersection with Cumberland Avenue has been extended by one day. Crews started Monday with installation of water and gas pipelines across 21st Street, and the street is now scheduled to reopen by 5 p.m. on Thursday, Aug. 20, weather permitting.

     

    During the closure, there is no access to or from 21st Street on the north side of Cumberland Avenue, but traffic flow on Cumberland itself is not affected. Nearby businesses Mellow Mushroom and Starbucks will have entrances to their parking lots open on both Cumberland and 21st Street.
     

    21st STREET TO BE CLOSED AT CUMBERLAND AVE. AUG. 17-19

    Construction crews will close 21st Street at the north side of its intersection with Cumberland Avenue next week, to install water and gas pipelines across 21st Street. The closure is scheduled to begin at 7 a.m. on Monday, Aug. 17, and will be finished by 5 p.m. on Wednesday, Aug. 19.

    An eastbound lane will open Saturday, Aug. 1, on Cumberland Avenue between Alcoa Highway and 22nd Street – marking a “major milestone” in the City of Knoxville’s $17 million reconstruction of Cumberland.

     

    The Phase I work – upgrading aging utilities, improving traffic flow and adding Streetscape amenities on the western section of Cumberland Avenue – remains on schedule for completion by the end of 2015.

     

    “This represents a big step forward for all Cumberland Avenue stakeholders,” said Anne Wallace, the City’s project manager and incoming Deputy Director of the Office of Redevelopment.

     

    “Reopening traffic in both directions, prior to the University of Tennessee starting fall classes and the beginning of UT football, is a major milestone in Phase I. The project remains on schedule.”

    Closure of 21st Street

    Beginning at 7am Monday, 8/3/2015 until 5pm Friday, 8/7/2015, 21st Street will be closed on the north side of Cumberland Avenue to install new sewer main. Traffic on Cumberland will be maintained in each direction. During closure, both entrances to Mellow Mushroom and both entrances to Starbucks will remain open.

    WATER LINE RELOCATION TO CLOSE TWO-BLOCK SECTION OF CUMBERLAND AVENUE

    From 3 a.m. Saturday, July 11, through 6 a.m. Monday, July 13, a westbound lane of Cumberland Avenue will be closed between Volunteer Boulevard and the ramps east of Alcoa Highway. The practical effect will be a complete closure of all lanes in this two-block section of Cumberland Avenue for 51 hours.

     

    Crews will be rerouting a water line around a 42-inch stormwater line deep below Cumberland Avenue.

     

    Two eastbound lanes and two westbound lanes of Cumberland Avenue already are closed between University Commons and West Volunteer Boulevard. The weekend water line relocation will temporarily close the single westbound lane that’s currently open through that area.

     

    The rerouting of the water line will close the University Commons Way intersection at Cumberland Avenue. Shoppers or diners wishing to access the University Commons retail complex may do so via Joe Johnson Drive and Neyland Drive.

     

    The utility work also will close the intersection of Volunteer Boulevard at Cumberland Avenue and the entrance to Metron Center Way from Cumberland Avenue.

     

    The City of Knoxville’s $17 million initiative to redesign Cumberland Avenue from Alcoa Highway east to 17th Street is changing the existing four-lane street to a three-lane cross section with a raised median and left-turn lanes at intersections. Sidewalks will be widened and landscaped, and utility lines relocated, to create a more attractive, safer, pedestrian-friendly corridor.

     

    Construction is proceeding in two phases, with Phase I (from Alcoa Highway to 22nd Street) to be completed by the end of 2015, and Phase II (from 22nd Street to just east of 17th Street) scheduled for completion in August 2017.

     

    After this weekend’s full closure of the two-block section, one westbound lane on Cumberland Avenue will reopen Monday morning, July 13. Then, by Aug. 1, one eastbound lane will reopen. There will be one lane of traffic in each direction – eastbound and westbound – through the end of the year as Phase I work is completed.

     

     

    UNDERGROUND UTILITY WORK TO CLOSE LANES ON TWO-BLOCK SECTION OF 17th STREET

    Starting at 7 a.m. Tuesday, June 30, two of the four lanes on 17th Street between Clinch Avenue and Cumberland Avenue will be closed.
     
    The closures on the two-block section of 17th Street will allow utility work that is part of the construction of The Standard, a 240-plus-unit apartment complex being built on the southwest corner of 17th Street and White Avenue.
     
    The work – underground electrical and communication duct bank construction – will continue into August. One northbound lane and one southbound lane on 17th Street will remain open through the two-block section. The sidewalk on the west side of 17th Street also will be closed.
     
    The 17th Street closures are not directly part of the City of Knoxville’s Cumberland Avenue redesign project. However, Bob Whetsel, the City’s Director of Redevelopment, believes the City’s investment in infrastructure in the Cumberland Avenue Corridor is helping to successfully leverage major private reinvestment in the area.
     
    “The City is committing $17 million in local and federal funds into the Cumberland project,” Whetsel said. “When the redesign is completed in 2017, traffic will flow better, utility lines will have been relocated, and sidewalks will be wider and landscaped. Cumberland visitors and residents will enjoy a more attractive, safer, pedestrian-friendly corridor.
     
    “The public investment is helping to stimulate dramatic redevelopment – more than $130 million in private investments – along the Cumberland Avenue Corridor, including The Standard.”

    Starting Friday morning, all lanes of Cumberland Avenue, in both directions, will be closed between 22nd Street and the ramps east of Alcoa Highway. Crews will be continuing to install a new 42-inch stormwater line 12 feet below Cumberland Avenue and rebuilding the at-grade railroad crossing in that section of Cumberland.

    The closure of the two-block section of Cumberland Avenue will start at 10 a.m. Friday, June 26, and will continue through noon Monday, June 29.

    TOWING TO BEGIN ON CUMBERLAND AVENUE SIDE STREETS

    Crews last Monday began reworking the traffic flow on streets feeding into the eastern end of Cumberland Avenue. Cars parked illegally on these side streets will be towed, starting Tuesday, June 23.

    Four streets are being converted from one-way to two-way traffic – 18th, 19th south of Cumberland, Mountcastle and 21st Street – between Lake and White avenues. (There is already two-way traffic on 20th Street and on 19th Street north of Cumberland.) The change in traffic flow will make it easier for motorists to get to a particular business by giving drivers new options to more quickly reach their destinations. MORE >>>

    Two major street closures are scheduled next week as milestones are met and work progresses on the City of Knoxville’s Cumberland Avenue Corridor Project:

     

    • The entrance to the University Commons shopping center from Cumberland Avenue will be closed Monday, June 22, through Thursday, June 25, while construction crews connect stormwater quality devices with the Cumberland Avenue stormwater line. University Commons will remain accessible from Joe Johnson Drive, via Neyland Drive.

     

    • From 10 a.m. Friday, June 26, through noon Monday, June 29, all lanes of Cumberland Avenue, in both directions, will be closed between 22nd Street and the ramps east of Alcoa Highway.     FEWER ONE-WAY STREETS IN CUMBERLAND AVENUE CORRIDOR SOON WILL GIVE MOTORISTS MORE OPTIONS

    Starting Monday, motorists will be seeing more orange barrels around the Cumberland Avenue Corridor. But for those eager for a quicker commute through the City’s reconstruction zone, these barrels signal an improvement that’s coming soon.

     

    Crews with the City’s contractor, Southern Constructors, will be reworking the traffic flow on streets feeding into the eastern end of Cumberland Avenue. Four streets will be converted from one-way to two-way traffic – 18th, 19th, Mountcastle and 21st Street – between Lake and White avenues. (There is already two-way traffic on 20th Street.)

     

    Orange barrels will go up over the next two weeks as a safety measure to allow drivers to become accustomed to the new traffic patterns while lanes are restriped and other steps are taken to assure a safe change-over from one-way to two-way traffic. MORE >>>

    CUMBERLAND AVENUE LANES TO CLOSE AS NEXT STEP IN RECONSTRUCTION STARTS JUNE 9

    For six weeks beginning Tuesday, June 9, all eastbound lanes of Cumberland Avenue between University Commons and West Volunteer Boulevard will be closed – the next step in a $17 million reconstruction.

     

    During this period, one westbound lane of traffic will remain open (except for one complete weekend closure to rebuild the railroad crossing). There will be no westbound left turns onto Cumberland from West Volunteer Boulevard.

     

    Crews will be installing a new 42-inch storm sewer pipe approximately 12 feet below the roadway, which will trigger the lane closures.

    TRAFFIC UPDATE

    June 1, 10:12 a.m.

    LANE TO CLOSE ON SECTION OF 22ND STREET
     
                    Beginning at 7 a.m. Tuesday, June 2, workers will be installing a water valve at the intersection of 22nd Street and White Avenue.
     
                    The work will necessitate the closure of a section of the northbound lane of 22nd Street until 6 p.m. Wednesday, June 3.
     
                    Traffic will be open in both directions of 22nd, with flaggers directing motorists around the work area. Traffic on White Avenue will be affected at the intersection, but it should be minimized by the flaggers.
     
                    The utility work is part of ongoing construction on the City’s Cumberland Avenue Corridor Project. The intersection of 22nd and Cumberland remains closed, so Tuesday’s closure of a lane on northbound 22nd only affects local traffic accessing businesses in that block of Cumberland Avenue.
     
                    Businesses up and down Cumberland Avenue remain accessible either from Cumberland or from side streets. Remember, there is free public parking on weekends and after 6 p.m. weekdays in the Fort Sanders Regional Medical Center lot at 19th Street and White Avenue and in the UT Federal Credit Union lot at 22nd Street and White Avenue.

    Cumberland Avenue Has Been Reopened

    TRAFFIC ALERT UPDATE! Extended Lane Closure on 17th Street

    Due to the rainy weather the work on 17th Street at Dale Avenue has been delayed.

     

    There will be an outside, northbound lane closure on 17th Avenue at the  north end of the bridge between Grand Avenue and Dale Avenue until Friday, May 22 at 6pm. The closure is for the contractor to remove and replace curb and gutter at the end of the bridge.

    A section of 22nd Street will be closed at its intersection with Cumberland Avenue starting Monday, May 11.

    To make water and sewer connections at 22nd Street north and south of Cumberland, the contractor will need to close 22nd Street between Cumberland and White Avenue. There will be limited access to the 22nd Street entrances to the Cook Out and Exxon properties. The closure is expected to last approximately four weeks.
     

    22nd Street north of White Avenue will remain open.
     
    During the same period, the work will require lane closures on 22nd Street south of Cumberland, but traffic will be maintained.
