Streetscape Phase I (from Alcoa Hwy to 22nd Street)

Start June 8, 2015 to be completed by the end of 2015

           

Phase IA – Construction of 42” storm sewer & new sidewalk and curb on south side

• 6 week duration – begins one week after NTP and ends before August 1

• One-way side streets converted to 2-way (except south 22nd)

• Alleys resurfaced & south alley from 21st  to 18th to be signed one-way EB

• Eastbound closure between University Commons Way and Volunteer Blvd

• Dedicated right turn lane for WB Cumberland to NB Alcoa Hwy

• One lane of inbound traffic to be maintained at University Commons Way

 

Phase IA-1 – Reconstruction of RR crossing and construction of 42” storm sewer

• Predetermined weekend closure during Phase IA

• Both EB & WB closure between Univ. Commons Way & just east of W. Vol. Blvd

 

Phase IB – Reconstruction of north side of street

• 1 EB and 1 WB lane of traffic shifted to south side of Cumberland

• Side street closure permissible between midnight and 6 a.m.

 

Phase IC – Reconstruction of south side of street

• 1 EB and 1 WB lane of traffic shifted to north side of Cumberland

• Side street closure permissible between midnight and 6 a.m.

 

Phase ID & IE

• Final surface course of asphalt and placement of pavement markings

• Placement of gateway, wayfinding and regulatory signage

 

 

Streetscape Phase II (from 22nd Street to just east of 17th Street)

 Start November 2015 to be completed by August 31, 2017

 

 

Phase IIA – Reconstruction of north side of street - work will progress from west to east

• 1 EB and 1 WB lane shifted to south side of Cumberland

• Side street closure permissible between midnight and 6 a.m.

• Critical flow patterns will be maintained for businesses w/drive thru service

 

Phase IIB – Reconstruction of center section of Cumberland Avenue

• Traffic will be split w/WB traffic along new north curb line and EB traffic along existing south curb line.

 

Phase IIC – Reconstruction of south side of street – work will progress from west to east

• 1 EB and 1 WB lane shifted to north side of Cumberland

• Extended side street closures to thru traffic will be permitted but not consecutive streets (e.g. cannot close Montcastle while S. 19th is closed)

• Critical flow patterns will be maintained for businesses w/drive thru service

 

Phase IID – Construction of raised median

• Traffic will be split w/WB traffic along new north curb line and EB traffic along new south curb line.

 

Phase IIE & IIF

• Final surface course of asphalt and placement of pavement markings

• Placement of gateway, wayfinding and regulatory signage

• Placement of plantings, street furniture, bus stops and other amenities
